USDA Announces Additional Disaster Assistance for Farmers and Ranchers

November 18, 2025

Charleston - The U.S. Department of Agriculture (USDA) is expanding support for producers affected by natural disasters in 2023 and 2024. Through the Farm Service Agency’s (FSA) Supplemental Disaster Relief Program (SDRP), USDA will deliver more than $16 billion in new Congressionally approved assistance.

This builds on earlier USDA relief efforts, including $9.3 billion through the Emergency Commodity Assistance Program (ECAP) and $705 million through the Emergency Livestock Relief Program (ELRP).

“West Virginia farmers have faced repeated weather challenges, and many are still recovering,” said Commissioner of Agriculture Kent Leonhardt. “This federal support will help producers rebuild and prepare for the next growing season. We appreciate USDA’s commitment to getting these resources to our farmers when they need them most.”

USDA’s Stage Two of SDRP covers losses not included in Stage One, such as non-insured losses, shallow losses, and quality damage to crops, trees, bushes, and vines. Full details are available at fsa.usda.gov/sdrp. Stage One - for producers who received indemnities through crop insurance or NAP - also remains open.

Application Timeline

  • Stage Two applications open November 24, 2025
  • Deadline for both stages: April 30, 2026

Producers should contact their local FSA office for help with applications.
